Oregon Sen. Lew Frederick (D) Portland, inside Oregon State Senate chambers. Frederick is a longtime proponent of an Oregon law that allows parents to opt their children out of state standardized tests. But education researchers say that the state's low participation rates hinder Oregon's ability to pinpoint districts where students need extra help, or highlight districts that are having significant success.

Researchers say it’s become progressively more difficult to gauge how much Oregon students are learning in the 11 years since former Gov. Kate Brown signed a law making it easier for parents to opt their children out of state reading and math tests.
