The school board for Portland Public Schools hastily granted a bloated contract to manage the modernization of three new high schools to Procedeo, an out-of-state construction management firm that doesn’t seem to know which end is up, (“Portland Public Schools contract referred for potential criminal, ethics investigations,” Sept. 24).
