Congress must act immediately to prevent a looming crisis that threatenshomeowners and communities across Oregon. The National Flood Insurance Program is essential to maintaining mortgage access, disaster recovery and housing stability in FEMA-designated flood hazard zones. Yet a 2016 federal biological opinion — an analysis of whether a proposed federal action might jeopardize endangered species — has forced cities into an impossible choice: protect property rights or preserve access to federally backed flood insurance.
