The Bull Run water treatment project has been in the works for nearly a decade, finally breaking ground at a 95-acre parcel of city-owned property east of Gresham two years ago. Portland leaders say the filtration plant, originally slated for completion by September 2027, is needed to protect public health and comply with federal and state safe drinking water regulations.

Two years ago, as projected costs to the most expensive municipal project in Portland history ballooned by another $300 million, the city’s top elected leader insisted that an external watchdog was needed for the new Bull Run water filtration plant.
