Description

The idea to pause system development charges emerged from a group of developers and other housing stakeholders convened by the mayor and governor to find ways to reverse Portland’s apartment construction slump.

A plan sponsored by Mayor Keith Wilson and Gov. Tina Kotek to waive all housing development fees to accelerate Portland’s homebuilding goals could cost the city up to $63 million for parks, transportation and other infrastructure over three years, according to new city estimates.
