View of The Dalles and the Columbia River in Wasco County, which is among the counties that hit its target for new shelter beds under Gov. Tina Kotek's emergency homeless response plan. Senate Republican Leader Daniel Bonham, R-The Dalles, criticized Kotek's announcement about shelter bed progress in rural areas as being out of touch with the crisis unfolding on the ground.

Rural communities in Oregon have jointly exceeded their target of creating 100 new shelter beds across the state by June 2025 as part of Gov. Tina Kotek’s emergency homeless response. In total, 387 new beds have been added in 17 counties.
