Portland General Electric and PacifiCorp are both planning massive additions of wind, solar and and storage resources by 2030 to comply with state greenhouse gas emissions mandates. PGE is currently seeking approval from the state to add solar and battery storage at its Biglow Canyon wind farm in Sherman County, shown in this file photo.

Oregon’s two largest electric utilities are increasingly unlikely to meet ambitious greenhouse gas emission reduction targets established by the state Legislature in 2021, and their slow progress could cost ratepayers dearly.
