On September 3, 2026, 61-year-old Felimon Zaragoza-Herrera was arrested on 11 counts of sexual abuse in the 1st degree. Zaragoza-Herrera was a foster parent in the Hillsboro area for many years, and investigators believe there may be additional victims who have yet to come forward.
