The auditor's report analyzed data on hiring, firing and promotions and scored each department on its equity efforts.

Multnomah County has long emphasized its commitment to equity in its programs and hiring practices, but an audit released Wednesday found that systemic problems could hinder “meaningful progress” in achieving those goals.
