Employees of Home Forward, Portland's housing authority, attended the Hawaii Captive Insurance Council forum. In 2023, they stayed at the Fairmont Orchid, a 5-star hotel that features a 10,000-square-foot oceanfront pool overlooking Pauoa Bay.

Oregon ethics officials will investigate whether the former leader of Portland’s housing authority violated state conflict of interest laws when she traveled out of state on the public’s dime.
