A woman who claims she suffered a traumatic brain injury after driving over a pothole in Southwest Portland filed a $3.66 million lawsuit against the city of Portland, Multnomah County and the state of Oregon β claiming they knew about or should have known about the hazardous road condition before it irreparably harmed her.
