Americans continue to face rising health insurance premiums, growing deductibles and increasing medical expenses. Now, Connecticut is preparing to try something relatively few states have attempted: holding healthcare providers more accountable when spending grows faster than state-established targets. Supporters say the effort could help address affordability concerns that have become a major issue for families, employers and government budgets. Policy analysts around the country are watching to see whether the approach could become a model for other states.
