White House border czar Tom Homan speaks during a television interview at the White House, Wednesday, Aug. 13, 2025, in Washington, D.C.

White House border czar Tom Homan visited Portland this week as part of a larger visit to the West Coast.

“This week I visited the sanctuary cities of San Diego, Portland, Seattle, and Tacoma to speak to the men and women of ICE and CBP and let them know that President Trump and I have their six…” Homan announced Thursday on the social media platform X.

Homan visited the ICE processing center in Portland on Wednesday morning where he met with ICE officers before departing the city, said Cody Bowman, a press officer for Portland Mayor Keith Wilson.

“The City of Portland and Portland Police Bureau did not have a role in coordinating the visit,” Bowman said in a statement. “As a reminder to our community, the Portland Police Bureau does not enforce federal immigration law.”

A spokesperson for Immigration and Customs Enforcement didn’t immediately respond to a request for comment about details surrounding Homan’s visit to Portland and the Seattle area. During an interview in July on Fox, Homan spoke about protests, threats to immigration officers and said he intended to visit Portland.

In this social media post, Holman spoke out against crimes committed by people who are in the United States without proper legal authority. He also decried sanctuary cities and their leaders for not cooperating with federal immigration authorities and said the Trump administration is “prioritizing ICE enforcement actions in those communities.”

“What is wrong with state and local leaders when they refuse to work with federal law enforcement to remove dangerous people from their streets, and even better, from this country???” Homan wrote.

In response to Homan’s visit, Mayor Wilson reaffirmed the city’s sanctuary status, while acknowledging ICE officers are legally allowed to operate in the city. But Wilson said residents should not confuse legality and morality.

“Our city is horrified and disturbed by images of masked men pulling our community members off the streets and out of their cars and homes at gunpoint. We are disgusted by the callous inhumanity and rhetoric displayed by ICE leadership,” Wilson said in a statement. “The masked and armed federal officers roaming the streets in unmarked vans touted by ‘Border Czar’ Tom Homan are chilling symbols of fear and oppression, not the freedom, liberty, or opportunity we cherish.”

Oregon has one of the oldest sanctuary law in the country. Since 1987, state law has prevented the use of local and state resources to enforce federal immigration law. In the years since, the law has been updated, strengthened and overwhelmingly survived a repeal attempt after voters rejected Ballot Measure 105.

Homan’s visit comes as U.S. Attorney General Pam Bondi has pressured sanctuary jurisdictions across the country – including Oregon and Washington – warning they could lose federal funds or face criminal penalties if they don’t cooperate with the federal government on immigration enforcement.

Political leaders in Oregon and Washington told the Trump administration this week they would not abandon their respective state laws. In February, Portland and several other cities filed a lawsuit against the Trump administration’s threat to pull federal funding from jurisdictions with sanctuary laws.

On Monday evening, ahead of Homan’s visit, dozens of federal officers closed the roads surrounding the Portland ICE facility after a woman “intentionally parked her blue sedan to create an obstacle to the entryway” and proceeded to “quickly abandon her vehicle,” a spokesperson for ICE told OPB in a statement.

“Out of abundance of caution, security personnel called an explosive ordinance disposal team to clear the sedan,” the spokesperson added. No one was injured and the vehicle was later towed.
