Portland awaits arguments Thursday morning before the 9th U.S. Circuit Court of Appeals on whether it will put a more lasting hold on Oregon U.S. District Judge Karin J. Immergut’s initial temporary restraining order blocking federal deployment of the Oregon National Guard in Portland.
