Six officials with ties to Washington County's sewer agency attended the Hawaii Captive Insurance Council forum on the Big Island in 2023, at a cost of nearly $42,000. This year, the agency will not be sending any executives to Hawaii for the annual conference.

Employees from Washington County’s embattled sewer agency won’t travel to Hawaii this month for an annual insurance conference, ending a practice that indirectly cost ratepayers at least $165,000 over seven years.
