DUBAI, United Arab Emirates — U.S. strikes hit a city Tuesday that is home to one of Iran’s main nuclear sites, sending a massive fireball into the sky, and Tehran attacked a fully loaded Kuwaiti oil tanker in the Persian Gulf.
