The campus of Southern Oregon University in Ashland, where university leaders say they risk not being able to make payroll around this time next year.

Faculty members, trustees and university presidents from Oregon’s seven public universities and 17 community colleges are lining up to poke holes in a legislative proposal that could end in consolidations and program eliminations across the state’s higher education system.
