Former Portland police Capt. Anthony Passadore, (from left), former Portland police Deputy Chief Chris Davis and their attorney Dan Thenell called the Independent Police Review investigation biased and unfair. They said it seemed to rely on a lieutenant's opinion that was accepted as fact.

A former deputy chief and former captain, who were the only two Portland Police Bureau brass found to have violated bureau policies during the 2020 mass protests, on Friday called the city’s four-year independent investigation a sham.
