A summer school class underway at Kellogg Middle School in Portland. Debate over how much Oregon should be spending on public education is ramping back up with the release of a new report from the Quality Education Commission.

A new report from the volunteer board charged with identifying roughly how much money Oregon needs to spend every two years to ensure its public school students get a blue-ribbon education recommends a state school fund of at least $13.8 billion.
