REDDING, Ca. - Jose Beltran-Rodriguez, a 20-year-old from Moses Lake, has turned himself into the police in Redding, California, marking a significant development in the case of a murdered 14-year-old Mario Amezcua Santoyo of Moses Lake. Beltran-Rodriguez's surrender brings all three suspects into custody, concluding the search for those accused in this tragic case.
