Since her time at Reedway Safe Rest Village, Heather Ashley started a weekly women's empowerment group at a day center in Old Town. She moved to her own apartment in November.

Editor’s note: By the end of the year, Portland and Multnomah County will have 1,100 fewer shelter beds due to budget cuts necessitating the closure of 11 facilities.
