City of North Bend release - More people are turning to e-bikes, scooters, and mopeds as affordable, eco-friendly ways to get around. Here’s a summary of the laws that apply in Oregon: E-Bikes - Class 1 and 2: Assist or throttle up to 20 mph. Allowed on bike lanes, paths, and roads. Class 3: Pedal-assist up to 28 mph with speedometer. Road use only (not allowed on bike lanes or paths). Riders must be at least 16 years old. Helmets are required for those under 16. Scooters (Motor-Assisted Scooters) - Gas engines up to 35cc or electric up to 1,000 watts. Maximum speed: 15 mph. Riders must be at least 16 years old and wear a helmet. No passengers allowed. Scooters must be walked across crosswalks. Mopeds - Maximum speed of 30 mph, automatic transmission, 35–50cc motor. Requires registration, insurance, and a valid driver’s license. Motorcycle helmet required. No passengers allowed. Pocket Bikes and Mini Motorcycles - Not street legal in Oregon. May only be used on private property with the owner’s permission. General Safety Rules - Riders must follow traffic laws, use lights and reflectors in low visibility, and yield to pedestrians.
