Santiam Hospital and Salem Health are seeking emergency approval of their merger, saying the rural hospital needs a financial lifeline while state regulators weigh concerns about competition, costs and patient choice.

Santiam Hospital says it is running out of time to avoid insolvency and is asking Oregon regulators to approve its merger with Salem Health through an emergency review process.
