The Critical Energy Infrastructure (CEI) hub in Portland is home to Zenith Energy and 10 other fuel terminals and more than 400 active storage tanks with the capacity to hold at least 350 million gallons of fuels -- a fact that has sparked concerned over earthquake spills and explosions. The city of Portland has unveiled options for regulating future development at the hub.
