Description

An armed person may be holding a hostage in an apartment in Portland’s Hazelwood neighborhood Friday morning, and police have instructed nearby residents to shelter in place, authorities said.

The Portland Police Bureau’s Special Emergency Reaction and Crisis Negotiation teams are on the scene. Northeast 122nd Avenue is closed from Halsey Street to Holladay Street, police said. Thirty police units are on the scene, according to Portland’s emergency response map.
