BANDON — Southern Coos Hospital & Health Center is pleased to announce the appointment of Harry S. Jasper, MAcc, as Chief Financial Officer and Chief Operating Officer. Jasper, 52, brings more than 20 years of executive healthcare finance and operational leadership experience to the hospital’s executive leadership team.

Southern Coos Hospital marks the third Critical Access Hospital of Jasper’s career. In his dual executive role, he will oversee financial planning, budgeting, patient financial services, accounting, and overall operational performance for the 21-bed hospital and its surrounding clinics.
Jasper’s extensive career includes executive leadership across rural health systems, tribal health organizations, and public accounting. He previously served as Chief Executive Officer and Chief Financial Officer at Jerold Phelps Community Hospital in Garberville, California, as CFO at Gritman Medical Center in Moscow, Idaho, and as CFO for Garfield County Hospital in Pomeroy, Washington. Most recently, he served as CFO for the Guidiville Rancheria of California.
“We are thrilled to welcome Harry Jasper to our executive team at Southern Coos Hospital & Health Center,” said Raymond T. Hino, Chief Executive Officer. “Harry brings a deep understanding of rural hospital operations and a proven track record of fiscal stewardship. His expertise will be invaluable as he assists me and our entire leadership team in guiding the hospital toward continued financial strength, operational excellence, and high-quality care for our community.”
Jasper earned both his Master of Accounting and Bachelor of Science in Accounting from Utah State University on full academic scholarships. Named a National Rural Health Fellow by the National Rural Health Association (NRHA) in 2007, he has presented nationally on rural healthcare strategy, financial sustainability, and wellness integration.
For Jasper, returning to a rural hospital setting aligns directly with his core professional philosophy.
“You often hear the phrase ‘affordable, quality care,’ but how do you truly achieve that?” said Jasper. “For me, it starts with prevention and healthy living — asking how we can make our community the healthiest it can possibly be. You do that through optimal patient care, operating efficiency, and financial stability. That is the mission for every rural hospital, and we are an active part of how the community achieves that.”
Originally from Falls Church, Virginia and raised in Lindon, Utah, Jasper notes that Bandon’s coastal landscape fondly reminds him of childhood visits to his grandparents in Maine. Outside of work, Jasper is an avid skier who learned to ski at Sundance, Utah, as well as a cycling enthusiast. He and his wife, Splendor, along with their 4-year-old daughter, enjoy vacationing in Kauai, Hawaii. Jasper is also the proud father of two grown sons who reside in the Portland area. Being on the South Coast allows Jasper and Splendor to be close to regional family, including her sister in Corvallis. He and his family are excited to establish long-term roots in the community.
“I love rural living — I really believe rural towns have heart,” Jasper added. “When you give back to a small community, people truly appreciate it. We have a genuine desire to call Bandon home long-term. It really is a gem.”
