Southern Coos Hospital & Health Center CEO Raymond Hino, MPA, FACHE, has been chosen to serve as the Chairman for the State of Oregon’s Rural Health Coordinating Council (RHCC) for 2026.

The Oregon RHCC was created by the Oregon legislature in 1979, at the same time the Oregon Office of Rural Health (ORH) was created, to support the work of the ORH. Its purpose has historically been to advise ORH in carrying out its statutory duties. Although this advice is not binding, the RHCC has always been considered a decisive and valuable source of information for ORH.

The Council is made up of 16 voting members.  Five of the members are appointed by Oregon’s Governor. The remaining eleven are appointed by healthcare organizations in the State.

“We could not be more proud of our CEO for representing rural Oregonians in this role,” said SCHHC Chief Information Officer Scott McEachern.

“I am very humbled and proud to have been selected to serve as the Chair for the Oregon Rural Health Coordinating Council for 2026,” Hino said.

“Our Council, representing virtually every rural health provider membership organization (e.g. Hospital Association, Medical Association, Osteopathic Association, Board of Pharmacy, Society of Physicians Assistants, rural communities less than 3,500 people, and many more), consists of State appointees, representing the health care interests of Rural Oregon,” Hino added.

“This year will be critical, as our Council will be serving as an advisory body to the Oregon Health Authority in the administration of the Federal Rural Health Transformation Program funding.”

About the Rural Health Transportation Program

As part of H.R. 1, Congress created the Rural Health Transformation Program (RHTP) to assist health care facilities and providers, primarily in rural communities. The Governor of each state determined how the funds would be applied for and will be managed in their state. Each state applied to the Centers for Medicare and Medicaid Services (CMS) and made awards in late December 2025.

About SCHHC CEO Raymond Hino

Hino began serving as Chief  Executive Officer for Southern Coos Hospital & Health Center on Feb. 28, 2022. He joined Southern Coos Health District (SCHD) with more than 35 years of health care leadership and operations experience in for-profit, not-for-profit and healthcare district settings.

Hino holds bachelor’s degree and a master’s degree in Public Administration and Health Care Services Administration from the University of Southern California, Price School of Public Policy in Los Angeles, Calif.

He has been married to his wife, Gayle Nance Hino for 37 years.
