The Oregonian/OregonLive Editorial Board is right that Oregon’s Legislature needs to hold the Oregon Department of Transportation accountable by ensuring that new transportation funding goes to maintenance and operations rather than highway megaprojects, (“Editorial: Billions in new taxes should come with a commitment,” Aug. 24). However, loosening restrictions on the transit payroll tax would be a mistake.
