This letter has been generated from my personal disdain over the fact that Portland’s city councilors have been expending money from their individual office budgets for causes and projects which they personally and individually support, (“Portland councilors directed funds to favored groups and projects, even as budget woes deepened,” Sept. 13). I find it outrageous that any one of them would believe that they have individual or personal authority to expend any tax-generated funds without it having been budgeted and approved as an expenditure by the entire council in a public meeting.
