I’ve lived in Portland for over 50 years. Now retired, I still go downtown about once a week to visit the library or museum, audit classes at Portland State University or attend a concert. For all the handwringing about our city’s core, it occurs to me that the fastest way to enliven it may well be office-to-housing conversions. Getting homeless people into housing could well be the shot in the arm that downtown needs, creating a ripple effect. With our long history of big civic projects, where’s our vision now?
