President Donald Trump is using his tried-and-true method of bait and switch negotiation. He starts with threatening or shutting off humane programs such as the U.S. Agency for International Development, Medicaid/Medicare, school lunch programs, medical research and many more than can be listed. Trump knows that many of these changes will be challenged in the courts, and many will never be enacted.
