Coos Bay, OR- On July 30th, 2026, at approximately 10:00 a.m., the North Coos Dispatch Center received a 911 call from a woman who was screaming for help and repeatedly yelling at someone to “Get off my boat.” The call plotted just west of the Empire Boat ramp in the middle of the Coos Bay Channel (Waterway).  
  
Deputies from the Coos County Sheriff’s Office responded with marine assets, while Officers from the Coos Bay Police Department and Troopers from the Oregon State Police assisted on land. Ultimately, officers were able to contact Chad Dugan (32) after he fled from the vessel in his kayak.  
  
As a result of the investigation, Mr. Durgan was arrested on charges of Assault IV-Domestic Felony, Strangulation-Felony, Menacing- Domestic, Burglary 1st degree, Violation of restraining Order, Unlawful use of a weapon, Interfering with making a Report, Criminal Mischief II, and Theft II. Mr. Durgan was transported to the Coos County Jail where he remains in custody.
