Candice Jimenez, a citizen of the Confederated Tribes of Warm Springs, paddles inside the Ross Island lagoon past an idle sand and gravel processing plant. Jimenez, who has long worked to helo restore the river, is worried about a recent proposal to use the lagoon to dispose of contaminated sediment from the Portland Harbor Superfund site.

On a recent morning, Candice Jimenez paddled somewhere she and many Portland residents haven’t gone before – into the Ross Island lagoon.
