A 25-year-old protester pleaded guilty to assaulting a federal officer during a ‘No Kings’ protest last June 14 in Portland.

According to a plea agreement, Robert Jacob Hoopes injured an Immigration and Customs Enforcement officer with a rock during one of the earliest and more violent protests over the Trump administration’s immigration enforcement policies.

Hoopes is one of roughly 40 people to face federal charges connected to crimes during protests outside the Portland ICE facility. The number of people criminally charged is small compared to the thousands of protesters who have turned out to the ICE building and were confronted with crowd control munitions, like tear gas, while demonstrating nonviolently.

Hoopes pleaded guilty to one count of aggravated assault on a federal employee with a dangerous weapon resulting in bodily injury, a felony that carries up to 20 years in prison.

Federal prosecutors indicated they would not push for the maximum, but rather would ask a judge for a sentence that includes a minimum of two years in federal prison.

The ICE officer — identified in court documents only as AV1 — was guarding the Portland ICE building when Hoopes threw “a large rock” that hit the officer above the right eye “causing a laceration that required medical attention.”

The officer later identified Hoopes from a photo published on The Oregonian/OregonLive’s website, the plea agreement notes. After getting a search warrant for Hoopes’ home, law enforcement found other items he wore on June 14, including a silver bracelet on his left wrist, a “distinctively patterned shirt” and a respirator.

During the protest, Hoopes, “along with two other protestors, attempted to use an upended stop sign as a battering ram and struck the glass entry door to the ICE building multiple times, causing damage to the door,” the plea agreement states.

An estimate to repair the doors was $7,747.72, which Hoopes agreed to pay as part of the plea.

Hoopes’ attorney did not immediately respond to a request for comment. He is set to be sentenced on May 12.
