Description

Portland police closed Southeast Division Street between César E. Chávez Boulevard and Southeast 50th Avenue on Thursday afternoon while crisis negotiation officers responded to reports of an armed person in crisis.

Portland firefighters responded to a call of smoke coming from an apartment in the Richmond neighborhood Thursday afternoon, and when they arrived encountered a person with an “edged weapon,” police said.
