Portland Council Vice President Olivia Clark, who chairs the Public Works Committee, has championed a pair of measures that would raise millions of dollars annually for the city's cash-strapped Portland Bureau of Transportation.

Portland leaders on Wednesday took the first steps to permanently raise millions of new dollars annually for the city’s ailing transportation system, by charging new fees and taxes on residents, businesses and utilities.
