Activists fly a banner during the Sunday Parkways event on June 28, 2026 against diverting Portland Clean Energy Fund money towards hiring police officers or paying for Moda Center renovations.

A Portland ballot initiative proposing to use some of the city’s clean energy fund dollars to hire police officers has failed to qualify for the November ballot, the city announced.
