“I do want to apologize for any harm this has caused in the community,” Councilor Mitch Green said Wednesday. “I think we do need to do better going forward.”

In a stunning reversal, the Portland City Council on Wednesday walked back its decision to reject a $64 million package of grant awards recommended by the Portland Children’s Levy and voted unanimously instead to restore and approve the original funding proposal.
