Description

David Woodard cleans the shower trailer at Cultivate Initiatives in East Portland, a job training program for people who are or have been homeless that is funded largely with Metro homeless services tax revenue.

Members of the regional Metro Council agreed at a work session Tuesday that there was not a likely path to passage for a planned November ballot measure that would have sought to extend the region’s unique homeless services tax for another 20 years.
