Oregon police officers interviewed a neighbor of Jo Marie Westlind who said he was mowing his lawn when he saw Westlind allegedly dragging her horse Domingo by her F-150 truck, court records say.

A Columbia County woman is facing felony animal abuse charges after allegedly tying her horse to her truck and dragging it through gravel, asphalt and grass, causing injuries so severe that a veterinarian had no choice but to euthanize it, police said.
