Sheriff Terry L. Rowan was driving back from an Oregon State Sheriffs' Association conference in May 2025 when motorists called to report he was speeding and swerving in traffic. He flashed the emergency lights on his unmarked sheriff's office pickup when a Gilliam County sheriff's sergeant pulled him over on eastbound Interstate 84, reports show.

When officers tried to pull over Umatilla County Sheriff Terry L. Rowan last year after motorists reported seeing his car speeding, swerving and straddling the eastbound lanes of Interstate 84, Rowan flashed his unmarked car’s blue and red lights, according to investigative reports obtained by The Oregonian/OregonLive.
