Description

The federal government never submitted the photo or package of information about its original target to the judge and made no determination that Fernando Pichardo Medina posed either a risk of escape or a danger to the community before his arrest or detention, the judge said.

A federal judge earlier this month ordered the immediate release of a Beaverton man who had been detained by federal officers when he was leaving his apartment to go to work.
