Description

A man who was incoherent, expressing suicidal thoughts and had signs of hypothermia was booked into Klamath County Jail on misdemeanor allegations and placed in a locked, dark cell without a toilet. Over the following days, his lawyers said, jail staff observed him moaning and rolling on the floor in his own feces, yet he received no medical care. He refused food and water for five days.
