Jeffrey Thomas Higgins, 54, of Baker City, made his first appearance in federal court in Portland Thursday afternoon on one count of investment advisor fraud.

An Oregon investment advisor is accused of pocketing $1.6 million worth of his clients’ shares of stocks over a 17-year period.
