OPRD release - ASTORIA, Oregon— The Oregon State Parks and Recreation Commission approved Local Government Grants and rules for procurement, ATVs and historic properties at its September meeting in Astoria. The commission adopted the recommended grants for the 2025 Local Government Grant Program (LGGP). The LGGP is a voter approved, Oregon Lottery funded grant program administered by the Oregon Parks and Recreation Department. The 2025 awards totaled about $17.3 million and include: Large Grants totaling $15,707,853; Small Grants totaling $1,101,673; Planning Grants totaling $450,000. The commission also adopted rules for procurement, ATVs and historic properties based on Oregon legislation passed in 2025. Adopted ATV sound and equipment rules. This is a result of HB 2232, which transferred rulemaking responsibility from ODOT and DEQ to OPRD. Recording of presentation on adopted rules. This is a result of SB 838, which exempts OPRD from the Public Contracting Code except for surplus property and information technology related procurement. Recording of presentation. Adopted rules about Special Assessment for Historic Property in response to House Bill 3190, which reauthorizes the program as a 10-year benefit for commercial, income-producing historic properties. Staff also presented a budget update to the commission that showed an even lower-than-forecasted lottery revenue outlook and an increase in cost-of-living adjustments, which creates a $14 million budget shortfall this biennium. The agency will closely monitor the budget forecast, its visitor fees and cost-saving measures to close the gap.
