Opinion: ODOT’s crisis is a spending problem, not a revenue problem

Mismanaged megaprojects, like the Abernethy Bridge, are at the heart of ODOT’s financial crisis, writes economist Joe Cortright. While ODOT says it cannot use money for construction on maintenance, legislators can fix that in the upcoming special session.
