A federal appeals court will hear arguments this morning over whether the president can send the National Guard into Portland.
Yesterday, the three-judge panel ruled that the Oregon National Guard can remain under federal control but cannot be deployed in the Rose City until the court can fully consider the case.
Oral arguments begin today at 9 a.m. The hearing will be broadcast live on OPB radio and OPB.org.
Meanwhile, Republican politicians in Oregon have been mostly silent on the president’s actions. Portland’s mayor yesterday also said the city was open to taking over the ICE building’s lease.

Court set to hear Trump administration’s appeal to deploy National Guard in Oregon
Attorneys for the Trump administration will argue before a three-judge panel Thursday that the president has the authority to federalize and deploy the Oregon National Guard over the governor’s objections.
The hearing comes after federal attorneys asked the U.S. Appeals Court for the Ninth Circuit to overturn a temporary restraining order issued Saturday by a district court judge.
Federal law allows the president to deploy Guard members if there’s an invasion from a foreign nation, a rebellion or if the president cannot carry out federal laws with “regular forces.”
The district judge found the administration did not clearly prove those were the conditions taking place in Portland. The Trump administration is appealing that decision.

- OPB emailed every Republican state lawmaker in Oregon on Monday to ask whether they support the deployment of National Guard members to the Rose City. Two responded. (Conrad Wilson and Dirk VanderHart)
- In a statement yesterday, Portland Mayor Keith Wilson wrote that he “expressed openness” to the Trump administration about either taking over the lease or purchasing the ICE facility on the South Waterfront. A spokesperson confirmed the intention would be to move ICE out. (Troy Brynelson and Ryan Haas)
- Seattle’s mayor signed a pair of executive orders intended to protect residents from federal law enforcement. The orders aim to coordinate the city’s response should Trump send in the National Guard and to maintain control of the Seattle police. (Gustavo Sagrero Álvarez and Stephen Howie)

That suggestion blossomed into a family passion that turned their garage into a lab and brought them together for weekend launches with the nonprofit group OregonRocketry. The next launch takes place this weekend in Brothers, Oregon.
The Liebowitz family takes a creative approach that embraces the science and whimsy of such events.
