We start this morning with the latest developments in President Trump’s attempts to deploy the National Guard to Portland.

A primary sticking point in U.S. appeals court yesterday was whether violence or the threat of violence at the Immigration and Customs Enforcement facility in Portland warranted military intervention.

Judges skeptical of order blocking Trump’s troop deployment to Portland

The U.S. Court of Appeals for the 9th Circuit expressed skepticism yesterday toward a temporary order blocking President Donald Trump from deploying members of the Oregon National Guard to a federal immigration building in Portland.

Attorneys for the Trump administration argued before a three-judge panel that the president has the authority to federalize and deploy the Guard over Gov. Tina Kotek’s objections.

They asked the appeals court to overturn a temporary restraining order issued Oct. 4 by U.S. District Court Judge Karin Immergut.

The judges also used yesterday’s hearing to question whether the judiciary has the authority to put limitations on National Guard deployments if the president believes it is necessary. (Conrad Wilson)

  • At a meeting of the Cabinet at the White House yesterday, Homeland Security Secretary Kristi Noem said she is “looking at new facilities to purchase” in Portland. She didn’t specify what kind of buildings or for what use. (Alex Zielinski) 
  • Three years ago, Oregon passed a law requiring employers to pay farmworkers overtime. The law sought to limit workplace injuries and boost pay for workers. Instead, farmers say they can’t afford it — and many farmworkers also say it’s costing them money. (Alejandro Figueroa) 
  • A report newly published by the city of Bend shows that the Central Oregon city is losing low- to moderate-income earners, while the wealthiest residents make an outsized share of earnings. (Kathryn Styer Martínez)

Oregon Donkey Sanctuary offers respite to animals and visitors alike

When you first enter the Oregon Donkey Sanctuary you see a quintessentially bucolic scene: a big red barn surrounded by green fields where a couple dozen donkeys graze peacefully, all nestled in a picturesque dell just east of Oregon City.

But there’s more going on here than meets the eye, and it’s all due to the donkeys.

“Donkeys are like big dogs. They don’t bite. They don’t kick. They’re very calm,” said sanctuary co-owner Jim Urquhart.
