Council chambers inside Portland City Hall on Wednesday, Sept. 3, 2025. City Attorney Robert Taylor on Wednesday joined a growing list of officials warning of the legal risks with a proposed ordinance to unmask, ID law enforcement, including federal agents.

Portland city councilors are pushing ahead with an ordinance to ban masks and require clear identification for federal agents and other law enforcement officers despite another top official joining a growing list of those who believe the proposal is doomed to face legal challenges.
