A lineup of Pappy Van Winkle bourbons. Brian Flemming, previously the retail services manager for the liquor agency, returned to work in March as a program analyst responsible for managing liquor stores in the Pendleton region, the agency confirmed. Commission records show Flemming was the subject of a human resources investigation, which substantiated five allegations that he diverted highly coveted bourbon, mostly Elmer T. Lee. The bourbon is made by the same distillery that produces Pappy Van Winkle.

An Oregon Liquor and Cannabis Commission middle manager who diverted sought-after Elmer T. Lee bourbon for himself, a colleague and his bosses is back on the job after two years on leave, according to records and agency officials.
